THE HAGUE CHAPTER - 03/10/2020 The chapter and the Dutch CyberWarfare Community (DCWC) worked together to organize this Cybersecurity Symposium in the Barracks of the GenM Kootkazerne in Stroe, the seat of the Dutch Army SignalCorps (C2OstCo, Regiment Verbindingstroepen). With over 200 visitors from government, military and civilian organizations, the symposium was well attended. In the afternoon the 'red line' was "Where is it coming from?" Kol Mietta Groeneveld, chapter president, acted as chair woman and announced the speakers and evaluated the presentations from Peter Rietveld, Marcel vd Velde and Ramses Sloeserwij. In the evening, the "red line" was, "What do we do against it?' and 'What more can we do?' Speakers in the evening: LKol Henk Sonius, head of the Airforce CyberWarfare Team; Col. THE HAGUE CHAPTER - 01/28/2016
A mixed audience of more than 80 participants consisting of members of the Hague and the Netherlands chapters, listened to three speakers who discussed joint intelligence, surveillance and reconnaissance (JISR) within NATO and the Dutch Defense. After a warm welcome and introduction by Chapter President Bgen Bert Booman, the speakers started their program. First was a NATO Communications and Information Agency (NCIA) brief on developments in NATO in the area of JISR by Joe Ross, deputy JISR chief and senior JISR adviser and architect, NCIA. Next, was an NLD defense staff brief on JISR within the NLD MoD by Kltz Bert Boom. Finally, Kol Hans van Dalen spoke about JISR lessons learned and identified in Mali with an outlook on required future capabilities. After a short Q&A and wrap up, the chapter enjoyed a rich lunch at the barracks lunchroom.

THE HAGUE CHAPTER - 05/10/2012
In May, the chapter's co-founder and former president passed away. Brig. Gen. Cornelis “Cees” Kagenaar, NLA (Ret.), was a former member of the technical staff, officer in the Order of Orange-Nassau with Swords and bearer of Das Verdienstkreuz 1. Klasse des Verdienstordens der Bundesrepublik Deutschland. Gen. Kagenaar began as the chapter president in November 1987, and he continued to serve the chapter as vice president for many years and later as adviser to the board. In 2007, the general retired as adviser but remained an active member of the chapter until the last moment.

THE HAGUE CHAPTER - 10/28/2009
The chapter's October meeting featured three guest speakers who addressed national emergency operations. Lt. Col. Marcel Duvekot, RNLA, chief of staff, Regional Military Command (RMC) West, discussed RMC's role in different security regions and described how the military works closely with fire brigades, police departments, medical disaster aid organizations and municipal officials. Col. Rob Boots, RNLAF, program manager, Information and Technology Division (BG IVENT), described the military's experience with communications and information systems (CIS) and command and control. Vincent Hoek, adviser, BG IVENT, spoke about the I-Bridge project, which provides voice, text and geographic information, enabling better use of available information from the public domain.

THE HAGUE CHAPTER - 09/16/2009
Jan Willem Wolters, chief executive officer of CycloMedia Technology, served as the distinguished speaker at the September meeting. He discussed the company's specialization in systematic visualization of environments based on panoramic photographs, called cycloramas. Peter de With, vice president of video technology, CycloMedia, described the techniques that are used to obtain a complete database of the Netherlands, including data from more than 40 million photographs. He discussed several applications: fixed and moving rigid objects, scene understanding/behavior and interaction and information filtering, and analysis of aerial photographs. Ron Borstel, account manager, defense and homeland security, CycloMedia Technology, shared the properties and revolutionary technology of the DCR-7, a recording vehicle that generates accurate cycloramas with a position accuracy of less than 10 centimeters at driving speeds of up to 80 kilometers per hour. THE HAGUE CHAPTER - 08/20/2009
The topic for the chapter's August meeting was the Dutch government's computer emergency response team, called GOVCERT.NL. Elly van den Heuvel, general manager of GOVCERT.NL, served as a keynote speaker. She shared that the organization's main tasks are to act as a central emergency point when dealing with information and communications technology-related security incidents. The organization also coordinates relevant information to the appropriate parties and assists government officials in preventing and responding to security incidents. GOVCERT.NL focuses on three core areas: prevention, knowledge sharing and problem solving. Eelco Stofbergen, a senior adviser at GOVCERT.NL, shared 10 common trends in cybercrime, including weak infrastructure and vulnerable software. He noted that "hacktivism" has become a fixed part of information security. Stofbergen and Aart Jochem, manager of GOVCERT.NL's Knowledge Center, concluded the presentation by demonstrating botnet capabilities.

THE HAGUE CHAPTER - 06/10/2009
The chapter held its June meeting at the International Security Experimentation and Transformation Institute (ISETI) in Delft, the Netherlands. Frans Copini, general director of ISETI, discussed the open innovation strategy for ISETI, the Delft Cooperation on Intelligent Systems and the Technology Exchange. ISETI's mission is to accelerate and improve demand-driven innovation in public safety and security. The organization offers a research program, Safety and Security Transformation and Experimentation Process (S2TEP), that generates high-quality and high-speed engineering processes for innovate security solutions. S2TEP is designed to answer such questions as how can things be improved, how can technology contribute to the solution and what technology is the most appropriate. Based on these questions, several scenarios are developed, and a simulation game is run to generate possible solutions.

THE HAGUE CHAPTER - 03/18/2009
The chapter visited the European Space and Research Technology Center (ESTEC) in March. Erwin Duhamel, head of security, strategic and partnership development office, ESTEC, discussed the European Space Agency (ESA) and related security programs. He explained that the ESA promotes information sharing about space research and technology and their applications among European states. The ESA is comprised of 18 member states that collaborate and create projects that would not be possible without the agency. Duhamel noted that the collaborative effort contributes new scientific knowledge and practical applications to space exploration. Frank Zeppenveldt, system engineer, satellite communications department, ESTEC, provided an overview of the European data relay system, which is intended for use with global monitoring security system, and a European air traffic control center that features an information management system that uses satellite-driven air traffic communications.

THE HAGUE CHAPTER - 02/04/2009
The chapter's February meeting featured guest speakers from the Business Group Department for Information/Data Management and Technology, Netherlands Ministry of Defense (BG-IVENT/MODNL): Adriaan Blankenstein, director; Hans Loermans, senior advisor, Research and Innovation Center (RIC), IVENT; and Teus van der Plaat, head of the RIC. The BG-IVENT operates two command centers, three secure data centers and one back-up center. It provides services to the ministries of Foreign Affairs, Domestic Affairs and Justice. Loermans highlighted the measures the BG-IVENT has taken to reduce power consumption. Van der Plaat discussed the GSM network, a new, modern and military-owned private network that uses "pico-cells."

THE HAGUE CHAPTER - 09/10/2008
The chapter held its September meeting at the Netherlands Organization for Applied Scientific Research-Information and Communications Technology (TNO-ICT) in Delft, the Netherlands. With a focus on software-defined radio (SDR), guest speaker Marc van den Homberg, manager, defense market, TNO-ICT, discussed the activities of TNO and TNO-ICT in particular. In addition, Bram van den Ende, senior project manager, TNO-ICT, presented the history of signal processing and stated the main objectives of SDR. He also explained the relation to the U.S. Joint Tactical Relay System and similar European initiatives. Lt. Col. Theo Sierksma, Netherlands Army, Command and Control Support Centre, Netherlands Ministry of Defense (MOD), explained the requirements of the MOD with respect to land operations. SDR is regarded as a solution for interoperability problems that land forces are coping with in a joint and dynamic network structure.

THE HAGUE CHAPTER - 10/24/2008
The chapter's October meeting was held at NATO Headquarters (HQ) in Brussels, Belgium. Ambassador Maurits Jochems, deputy assistant secretary general for operations, NATO HQ, shared his experiences in Afghanistan, where he served for six months as the NATO ambassador at International Security Assistance Force Headquarters. Eric Povel, press officer, Media Operations Center on Afghanistan, NATO Press Service, discussed collective defense, crisis management and peacekeeping operations. Folkert Joustra, infrastructure adviser to the Netherlands permanent representative, NATO HQ, explained NATO has adopted a "best value" approach for its contracts, balancing price and selection criteria. THE HAGUE CHAPTER - 06/11/2008
On June 11, the chapter held a successful meeting on satellite communications (SatCom) capabilities at the Soesterberg Air Base, Huis ter Hiede. Lt. Col. Klaas Gomes, RNLAF, project manager, MilSatCom, discussed the Netherland's current and upcoming plans for its military SatCom. Lt. Col. Edwin Saiboo, RNLA, head of the Knowledge Center for Command and Control, spoke about SatCom, information distribution and the equipment and systems used by the country's armed forces. Col. Saiboo reflected on his experiences as a G6 in Afghanistan, noting there are few differences in the functionality and operation of military specifications and commercial equipment. Huub Simons, chief, Consultation, Command and Control Agency (NC3A), discussed the capabilities of the NATO space segment and the future of ground segment architecture. After the luncheon, members visited the Network Control Center and viewed SatCom equipment. The meeting concluded with the speakers accepting tokens of appreciation.

THE HAGUE CHAPTER - 04/23/2008
In April, the chapter held its April luncheon meeting at the Military Intelligence and Security Service (MIVD), Netherlands Armed Forces. The guest speaker was Capt. Rob van Nuland, RNLA, senior inspector at the Military Intelligence and Security Service/Bureau for Industrial Security. Capt. van Nuland gave examples of security incidents and described the ABDO (General Security Requirements for Defense Orders and Projects). He discussed his organization's responsibilities and referred to the Dutch law on intelligence and security. Through this law, he explained, both the general (civilian) intelligence and security service, as well as the military intelligence and security service, were established. The MIVD's main areas of concern are sabotage, espionage, subversion and terrorism. Capt. van Nuland concluded with an explanation of security awareness programs and indicated that full management involvement is of absolute importance.

In March, the chapter visited the Centre for the Automation of Mission-critical Systems (CAMS)-Force Vision of the Royal Netherlands Navy (RNLN). The director, Capt. Huub Geilenkirchen, RNLN, explained that CAMS-Force Vision is the knowledge center and the technical software systems house of the RNLN. Its core business is the design, production, test, implementation and life-cycle maintenance of command, control, communications, computers and intelligence (C4I) systems for the RNLN. A modern vessel consists of an integrated composition of sensor-, weapon- and command systems, and the end product must be delivered within the constraints of product, time and money. To achieve this goal, productivity-enhancing tools must be employed, such as "peopleware," methods and methodologies, world-class tooling and state-of-the-art hardware and software. In February the chapter board was visited by Kent Schneider, president and chief executive officer of AFCEA International. Schneider addressed issues such as the relationship between AFCEA International and the European Chapters, and specifically how European chapters can better benefit from AFCEA US activities. He also highlighted the relationship between AFCEA, government members and industry, particularly in relation to AFCEA's role in integrity issues, sponsorship and joint cooperation. Also mentioned were possibilities for more Netherlands-related articles in SIGNAL Magazine, such as military issues, national projects and commercial and industry developments. Schneider was also briefed on the past and future activities of the chapter before the meeting was concluded with a formal dinner. |

THE HAGUE CHAPTER - 12/12/2007
The chapter organized its annual dinner meeting in December. Host for this event was the NCIM Group, which specializes in assisting professionals to manage projects and to develop software in the defense, security and telecommunications sectors. Mr. Kreitmar of NC3A presented the MAJIIC project, which is a multinational effort to maximize the military utility of surveillance and reconnaissance resources. Under this program, standards and technologies are being developed that will allow commanders to tap into real-time data from a number of NATO and national systems. MAJIIC will provide a true network-enabled capability allowing a wide variety of users at different locations and levels of command to access and retrieve data. In February the chapter paid a visit to Kusters Engineering (KE) in Venlo, the Netherlands, which is a world leading manufacturer of custom designed classified waste and currency disintegration systems. KE started in 1979 with currency disintegration systems. In 1989 a break-through was reached in this market, when a large contract was signed with the Bank of England. In 2000 the first Coin Crushing System was produced. In 2004 the Intelligent Disintegration System was introduced at the ASIS Conference in Dallas, USA. The IDS received full NSA approval in 2005. Also covered were online briquetting systems, optical media disintegrators and TRAIL. THE HAGUE CHAPTER - 09/12/2007 The topic of the September meeting was forensic and security metrology, and was presented by Willem van Spanje, general director of DelftTech, a major European engineering company in 3D solutions. He explained that DelftTech offers accurate and complete 3D datasets of 'as-built' structures, plants and events necessary for design and analysis. This data can than be transferred to CAD systems for modeling purposes or matching the new design to the 'as-built' data for interference checks. Additionally, 3D models can be analyzed using finite element analysis, computer fluid dynamics or even geographical information systems. Col. Ton Bijl, RNLAF, chief, Communications and Information Systems (CIS) Department and chapter board member, briefed on the new Netherlands Air Force Command. He discussed the aircraft and weapon systems, operating locations, current deployments of RNLAF detachments and operational challenges. Cdre. Toin Vergroesen, RNLN, continued with a briefing on the Defense Helicopter Command (DHC), an interservice command commissioned by the Netherlands Ministry of Defense comprising the tactical helicopter group, the naval helicopter base and the search and rescue unit. The DHC will be formally established in 2008 as part of the Air Force Command and will initially operate from three locations (Soesterberg, Gilze Rijen and Den Helder), to be later integrated into a single command. In February The Hague organized a meeting on mission simulation at the Defense Security and Safety division of the Netherlands Organization for Applied Scientific Research (TNO DSS) in Soesterberg, Netherlands. Gilbert Overmaat, TNO DSS marketing and sales manager, explained the organization's contributions to comprehensive security. TNO DSS, a strategic partner of the Dutch Ministry of Defence, covers a range of activities including military operations and equipment; command, control and operational decision-making; threat protection; and instruction and training. Johan Peekstok, TNO DSS project leader for Network Enabled Capabilities, discussed his program and the TNO Advanced Concept Development and Experimentation Environment simulation. The Annual Dinner of The Hague Chapter, Netherlands, was held on Thursday, 7 December 2006 at Sun Microsystems HQ in Amersfoort, Netherlands. Members were briefed by Martin te Dorsthorst, general manager of Sun Microsystems NL. Next, Chapter President Willem Voogt briefly reviewed chapter activities of 2006 and presented a preview of planned activities for 2007. This was followed by the unanimous re-election of the chapter board. Then Hans Appel, chief technology officer of Sun Microsystems NL, gave an inspiring lecture on the challenging aspects of current and future computer technology and its applications. As a special topic, Mrs. Coby de Jong and Mr. Joao Goncalves of Gassan Diamonds, Amsterdam, introduced the audience into the world of diamonds. As last part of the dinner, which was sponsored by Sun Microsystems NL, chocolatier Mr. Walter Englebert showed for an interested audience how to create exclusive chocolates.

Mr. Kees Möhring, member of the board of the NFI, explained the tasks of the Institute. The NFI is an autonomous part of the Ministry of Justice and member of ENFSI (the European Network of Forensic Science Institutes).The NFI has thee core duties: to perform forensic investigation in criminal cases; to conduct research and development; and to function as a center of knowledge and expertise. Mr. Steven Chang gave a presentation on gunshot residue investigation. Depending on the shooting distance, gunshot residue coming from the barrel of the firearm can end up on the clothing and or body of persons or on objects that are shot at. Mr. Erwin van Eijk, an expert on digital forensics, gave a lecture on how tracks can be recovered from embedded systems like PDA's (Personal Digital Assistant), mobile phones, chip cards, magnetic cards and other types of mobile electronics. The Joint CIS Group (JCG) is an interservice organization for the technical management, the first level maintenance and user instruction of the operational CIS systems of the Netherlands Armed Forces (including the Coast Guard).Col. Loek Smits, RNLAF A.F.M., commander of the JCG, explained the tasks of the JCG and showed photographs of locations and deployed CIS systems. He also mentioned new projects (e.g., secure GSM) and explained the organizational structure and its relation to the Command & Control Support Centre (C2SC). The JCG has a technical operations room in Stroe, The Netherlands. They support the C2 support teams in the theatre on a 24/7 basis. In case of problems that cannot be resolved immediately, the JCG will ask the Defense Telematics Organization (DTO), the C2SC or industry for assistance. A future new role is the support of military CIS systems in use in the public sector, like the Integrated Staff Information System. |

On Wednesday, 28 June 2006, Vice-President of Chapter The Hague, Air Commodore RNLAF (ret.) Ir. Gerrit Schoonderbeek welcomed members and other participants to the June meeting at Sogeti in Vianen, The Netherlands.
Mr. Frank Langeveld, Director Distributed Software Engineering of Sogeti NL briefly presented his company, which is a subsidary of Cap Gemini.
